EADS lands next upgrade for Beijing TETRA

EADS Defense & Security has won the latest contract to develop Beijing's TETRA communications system including a roll-out to police and the Public Security Bureau.

The deal for phase 4 work on the terrestrial trunked radio, or TETRA, was just announced, although signed with the Chinese capital's telecoms service provider Beijing JustTop Communication several weeks ago.

Deliveries of material and systems for the upgrade began in July and include a digital exchange TETRA DXTip plus several TETRA third-generation base stations and network upgrade services.

Beijing's system is the largest TETRA network in Asia and was the first government-shared TETRA network in the region when it was first set up in 2003.

The current upgrade is expected to be operational later this month ahead of 60th anniversary celebrations of the founding of the People's Republic of China, according to a statement from EADS D&S.

Phase 4 coverage will include a larger geographic area within the city and improve the coverage for the suburbs, flat lands, counties, main roads leading out from Beijing, key tourist resorts, and other important regions.

It will also be used extensively by the city's Public Security Bureau, traffic police and armed police.

Beijing JustTop specializes in digital trunking wireless communication services and focuses on the Beijing Government Shared TETRA Network, whose phase 1 TETRA system was originally set up with Nokia in 2003 with the 2008 Olympics and Paralympics in mind. Nokia also completed a phase 2 upgrade.

The network is now used exclusively by the Beijing Urban Management and the Public Emergency Command and Dispatch Center.

The Beijing Government Shared TETRA Network is supervised and planned by the Beijing Economic and Information Technology Commission, built and operated by Beijing JustTop Communication while EADS Defense & Security provides the network and radio terminals, network deployment and support services.

Phase 3 development, the first by EADS D&S and signed off in February 2007, doubled the network size for extensive use by organizations involved in handling the Olympics. It covered the 31 competition venues, 15 non-competition venues, independent training venues, more than 100 contracted hotels and other facilities, while expanding the network capacity from 40,000 to 90,000 users.

Nearly half of all TETRA networks are used by public safety organizations, and a quarter are used within the transportation sector such as mass rapid transport systems and at airports, TETRA's fastest growing market, according to the TETRA Association. Commerce and industry uses around 7 percent, while military uses account for 3 percent.

A quarter of all TETRA networks are deployed in the Asia-Pacific region, and 34 percent are used in central Europe. No TETRA networks are deployed in North America.

The TETRA Memorandum of Understanding, now called the TETRA Association, was set up in December 1994 as a European forum for users, manufacturers, application providers, integrators, operators, test houses and telecoms agencies. Today the TETRA Association represents more than 150 organizations.

TETRA helped to satisfy a European requirement under the Schengen Agreement for trans-border communications among public safety agencies, motor transport companies and other commercial interests. Manufacturers of TETRA products have signed the TETRA IPR Undertaking to allow interoperability of their radio products.
